As we continue our programme of organisational and technological transformation, we have a fantastic opportunity for a trailblazer at the forefront of Learning and Organisational Development to join in the role of Head of Training Commissioning and evaluation.
Your key role will be to develop, design and manage the forces learning and training commissioning process. You will gate keep the demand and supply flow for all training across the force, by owning the commissioning and evaluation process based on a cohesive and comprehensive learning and development strategy
Design and manage force commissioning process to ensure all requests for internal/external operational training and leadership development is channelled in the appropriate manner.
Oversee force learning needs analysis and manage demand to enable planning and strategic forecasting.
Engage and influence senior leaders and internal stakeholders to drive engagement and compliance with the commissioning processes, procurement rules and ensure best value design.
Lead their team to undertake demand profiling to support annual planning of mandatory courses to achieve operational compliance.
Undertake environmental scanning to ensure legislation changes etc are considered in planning cycles and demand considerations.
Work with learning and development teams to translate commissioning requests into innovative and inclusive blended learning content.
To design and own the force L&D training assurance and evaluation process and policy, ensuring all existing and new products meet the specific business needs.
Lead the product development and IT training team to develop product solutions to meet the needs of the force.
Develop a multi-disciplined, flexible team that can work in collaborative and digital way to meet the future needs of learning and development in the force
You will have a proven track record and experience of commissioning and evaluation within a complex multi-function organisations
A high level of proficiency and expertise relating to best practice and training quality standards, business planning, quality assurance and performance review for both internally and externally provided training
Experience of working in a multidisciplinary environment with varied working arrangements and multiple stakeholders and engaging with internal and external stakeholders at senior levels within the business
Extensive understanding of and experience of the training cycle to commission, quality assure and evaluate appropriate development interventions
As an inspirational leader you should be skilled in positively influencing a broad range of stakeholders both internal and external to the organisation through negotiation and persuasion.
You will also have experience of managing teams and have a clear understanding of organisational culture. Proven credibility of dealing with performance issues, whilst managing a number of different work streams at any one time
You will have the ability to interpret data and produce management information reports for senior leaders
Ability to achieve proven and measurably successful outcomes through a combination of professional, technical and management skills and competencies
An understanding of local and public authority governance structure is desired but not essential
