Full time starting salary is normally in the range £30,942 to £40,322 with potential progression once in post to £42,792 a year.

Job summary

We are seeking a skilled, effective professional to manage the Degree Apprenticeship provision (which may include other apprenticeship provision) in one or more of five Colleges, to assist in its growth and to ensure internal and external compliance and regulation requirements are met.

The role is part of a University wide team supporting the development and provision of Degree Apprenticeships across the University of Birmingham. The post will work alongside colleagues in other Colleges to share experience and knowledge, whilst managing the provision for a specified College(s).

The post will be responsible for translating the University’s DA strategy into the College’s operational activity, working closely with professional services teams and academic colleagues, and taking a lead role in implementing this activity. Alongside this, the post will provide authoritative professional advice and guidance to the College in the development and review of DA provision and processes, challenging and supporting the College and thereby contributing to ensuring that the College’s portfolio of DA systems and processes is consistent, coherent and compliant with requirements.

The post will also work in partnership with the Degree Apprenticeships Manager (Business Engagement) to develop and nurture partnerships with key external organisations, acting as account manager for clients once their apprentices are enrolled on live DA programmes.

Main Duties/Responsibilities

Compliance, regulation and quality assurance

  • To ensure full compliance with relevant internal and external regulatory requirements (e.g. Education Skills Funding Agency (ESFA), Ofsted and Quality Assurance Agency (QAA)). This will include:

    • co-ordinating College preparation and follow up to inspection and audit visits;

    • co-ordinating the implementation of policies, systems and procedures within the College to ensure that its portfolio of DA training is managed effectively and in accordance with the Funding Rules;

    • working with colleagues across the wider University to continually seek process and systems improvement for supporting and monitoring Degree Apprenticeship activities, sharing best practice and supporting the implementation of institution-wide systems and processes, ensuring their adoption and use across the College portfolios;

    • identifying risk arising from a range of data, making recommendations on mitigating risks and leading on addressing these with relevant College colleagues;

    • ensuring that arrangements are in place for the College and University to receive levy funding for Degree Apprenticeship training delivered.

  • You may directly manage others in this role and be expected to act as a role model, coach and encourage staff in a supportive environment, demonstrating willingness to listen, engage and support.

Identifying, developing and maintaining degree apprenticeship opportunities

  • To develop and maintain a good knowledge of the College’s capabilities, aspirations and strengths and be proactive in developing effective working relationships with key individuals in order to support delivery of the College’s strategic aims in this area.

  • To encourage and support application activity, engaging with and supporting academic teams in developing their portfolio to meet the requirements of published Apprenticeship Standards and developing links with employer partners to ensure a sustainable demand and intake for the courses. This will include:

    • proactively facilitating the exploration of opportunities with academic colleagues;

    • identifying and promoting partnerships both within, and outside, the portfolio area where appropriate and matching to areas of academic strength;

    • providing direct input in the completion of tender submissions, including drafting high-quality content and informing the preparation of costings;

    • alongside the DA Manager (Business Engagement) senior College Professional Services staff and academic colleagues, working with new employers, and leading on the contracting process.

  • To manage several DA programmes simultaneously, ensuring that all employers, apprentices and academic needs are met.

  • To establish a shared culture of excellent and continuous improvement between employers and the University in the delivery of high quality apprenticeships, working with colleagues across the wider University to continually seek process and systems improvement.

Degree Apprenticeship account management

  • To act as the College’s point of contact for employers once legal agreements have been signed, and the ongoing maintenance of strong relationships to ensure a continued pipeline of apprentices.

  • To understand the boundaries of the role, and those of other immediate colleagues such as programme administration teams and DA Managers to ensure effective working without duplication of effort.

  • To act as the central point of contact for other professional services teams across the University in relation to DA activity such as local HEFi teams, planning and finance, as required.


  • To communicate to diverse audiences. This will include:

    • involvement in items for the College and University websites, newsletters and marketing materials;

    • presenting effectively on the DA agenda at committees and other formal and informal groups;

    • contributing to training and development activities for colleagues.

  • To develop effective working relationships with academic, professional services and external stakeholders. This will include:

    • working effectively across a network of College colleagues to develop and share best practice, balancing the College’s requirements within a central and highly regulated framework;

    • working effectively as a member of the appropriate QA team, working closely with the Education Services and Support professional services team;

    • assisting College academic and professional services staff to resolve unexpected or unprecedented issues within their assigned portfolio, with guidance from the line manager and DA Managers.

Person Specification

Required Knowledge, Skills, Qualifications, Experience

You will need to evidence:

  • First degree or equivalent experience.

  • The ability to translate strategy into operational plans with measurable outcomes in a large and complex, devolved organisation.

  • A proven track record in developing and managing multiple projects and/or programmes at once, monitoring progress and ensuring delivery to deadlines.

  • Knowledge of the UK Degree Apprenticeship agenda.

  • Knowledge of the environmental, economic and political factors impacting on Higher Education.

In addition to the above, you should be able to demonstrate and/or evidence the following:

  • Experience of successfully working across matrix management structures.

  • Experience of compliance, quality assurance or regulation.

  • Proven commitment to the delivery of exceptional customer service.

  • Strong and persuasive communication skills (written and oral) including the ability to handle negotiations with people from a wide variety of backgrounds.

  • Excellent interpersonal skills, experience of working collaboratively with the ability to establish good working relationships with colleagues at every level of an organisation.

  • The ability to cope with change in a fast moving, dynamic environment where change is often required immediately.

  • Experience of successful engagement with a range of internal and external stakeholders.

  • Proven analytical skills, including the ability to effectively identify and assess risks.

  • Ability to demonstrate tact and diplomacy, and the ability to deal discreetly with confidential and sensitive matters.

  • Excellent attention to detail.


You will be responsible for managing apprenticeship provision in one or more of five Colleges, working as part of an institution-wide team to develop and share good practice. You may directly line manage colleagues.

Planning and organising

You will be required to manage and prioritise a varied and complex workload to deliver within required time frames, and make a substantial contribution to the management, development and implementation of strategic and operational processes.

Problem solving and decision making

You will be working under the direction of a senior manager, but with considerable autonomy to deliver the outputs required. You will be working within the framework of existing policies, processes and procedures for the University and the College, but there will be plenty of scope to review and shape processes. You will take day to day decisions on complex tasks in the team’s remit including identifying next steps as appropriate. You will manage complex projects and be responsible for delivering outcomes within a set timeframe.

Internal and external relationships

You will be required to gain the respect and confidence of internal and external colleagues at all levels. A key part of the role will be acting as account manager and point of contact for external organisations.
